	Dr. Huerta noted a good morning to everyone.  Thank you all for yesterday’s convocation.  All went well.  The number of part-time faculty that attend continues to get bigger.  Dr. Huerta was happy to introduce NMSU President Couture.  She thanked Mr. Tadeo for his personal story to the part-time faculty. 1 – Legislative Outlook – Dr. Huerta/Mr. Burke	Dr. Huerta and Mr. Burke wanted to discuss the legislative outlook.  The session starts January 19.  Mr. Burke provided a handout.  Dr. Huerta noted, before we begin, the cake is for the January and December birthdays.  Mr. Burke noted the handout is an excerpt of a press release the Legislature put out.  If you glance through, you will recognize the true State condition.  New Mexico is not in that bad of shape like other states.  The general appropriation recommendation, overall, is treating higher education fairly well.  Mr. Burke noted they did include workload dollars but did make other cuts.  There will be a 7.6% decrease in state appropriations.  They will take money for tuition:  6% for community colleges and 15% for universities.  They will also be cutting administrative institutional support.  Mr. Burke noted there may be caveats where the federal stimulus might help.  He also noted there could be some changes, but this is pretty much the outlook.  The budget given is pre-solvency which will be reduced 4% and what’s left is post-solvency.  If we look at it overall, this will be an additional 4% cut.  Mr. Burke noted things are really iffy and not looking great.  You can get on the LFC web site.  Dr. Huerta noted NMACC also puts out information on their web site.  Mr. Burke noted we will look at what happens.  Dr. Huerta added we would keep group informed. 2 – 2010-11 Budget Request Process (Abbreviated) – Dr. Huerta/Mr. Burke	Mr. Burke provided a handout on the budget process.  Dr. Huerta noted she and Mr. Burke had talked about the process and came up with something specific.  Mr. Burke noted they wanted to see what the budget impact will be.    Your request should not be over 4% of the previous year’s actual number of courses offered and attended.  Mr. Burke noted he knows division deans have pressures on them for courses, but we want to compromise and we strongly encourage no new courses.  No new exempt or non-exempt positions will be funded.   Faculty positions requested will be referred to the Budget Committee. 3 – Equipment Request  – Dr. Huerta/Mr. Burke	Mr. Burke noted we will continue with the equipment process.  He will send out information.  The deadline will be February 12.   Mr. Burke added the majority of our capital projects are local or grant funded.  We will be able to continue.  He noted we may be more conservative on equipment purchases.  Dr. Huerta noted at the bottom of the handout on the budget process is the deadlines, etc.  We are still planning to have Budget Hearings on February 19.  We will keep you posted as we hear things.  Mr. Burke will send budget memo electronically and will also send memo for the equipment process.	Deadline for equipment requests is February 12, 2010.
4 – Stars of Excellence – Dr. Huerta	Dr. Huerta noted the Stars of Excellence ceremony is coming up.  Dr. Walker and his staff help with this process.  The nominations are attached to the agenda and the deadline for nominations is March 31, 2010.  Please look at your colleagues and employees and submit a nomination.  The ceremony will be held on May 6, 2010.  Start thinking about this and send your nominations to Dr. Walker.   Dr. Walker noted he will send out an email to everyone.  Dr. Huerta noted this was advance notice.	Deadline for Stars of Excellence nominations is March 31, 2010.  Please submit your nominations.
5 – Swirling – Dr. Lillibridge	Dr. Huerta asked Dr. Lillibridge to give the group the phenomenon of our students and NMSU students.  We have students at the NMSU system who take courses here and at NMSU.  They also take on-line courses.  One of the areas we see growth in is on-line courses.  Dr. Huerta noted NMSU put together a swirling task force who put out a report.  Dr. Huerta noted that both Dr. Lillibridge and Ms. Shindi did a good job at convocation yesterday.  Dr. Lillibridge noted the word swirl reminds him of ice cream.  He asked the group to keep that image in mind.  This has really become a catalyst for students and this is only students taking courses at one system.  Some terms to remember:  student campus=MA, DA, AL, CA, GR; course campus=MA, DA, AL, CA, GR; headcount=unique person, unduplicated; and seatcount=people in course.  The percent of student campus headcount ONLY attending campus – 81% of NMSU students taking all NMSU courses; 85% of DACC students taking all DACC courses. The percent of student campus headcount not attending their home campus – 2.7% of NMSU students taking no NMSU courses; 3.0% of DACC students taking no DACC courses. Spring 2009 – there are 26,373 unique students; the main campus students who take DA courses are development education students; 81.6% of NMSU students took only main campus courses; 84.8% of DACC students took only DACC courses; 13.6% of NMSU students and 11% of DACC students took courses at two campuses; 1.7% of NMSU students and 1.6% of DACC students took courses at three campuses; .3% of NMSU students and .3% of DACC students took courses at four campuses; one NMSU student took courses at all five campuses. Fall 2009 – there are 29,803 unique students; 80.8% of NMSU students took only main campus courses; 85% of DACC students took only DACC courses; 14.7% of NMSU students and 11.1% of DACC students took courses at two campuses; 2.2% of NMSU students and 1.6% of DACC student took courses at three campuses; .3% of NMSU students and .1% of DACC students took courses at four campuses; one NMSU student and one DACC student took courses at all five campuses. Fall 2009 – 76% of the student headcount whose course campus is DA took courses at DACC while 23% took NMSU courses. Percent of Enrollment from Campus—fall 2009 95% of main campus students took main campus courses and 77% of DACC students took DACC courses. Percent of Seatcount enrollment in Web Courses—fall 2009 12% of main campus students are enrolled in web courses while 19% of DACC students are enrolled in web courses. Dr. Lillibridge noted that one of the scenarios is main campus wanted credit for all their students regardless of where they take their courses. Dr. Lillibridge also provided a handout on the NMSU System Swirl FTE for Spring 2009 and Fall 2009.  This information included FTE taken by students at campuses by course campus (where taught); FTE taken by students at campuses by student campus (admitted students); and number of FTE gained at campuses (difference). The action NMSU has taken:  “If a campus offers an online course, the students shall not be able to take the same course, if offered as online, from any other campus.”  This proposal was approved by the NMSU President and Provost in summer 2009. There was discussion on the report. Dr. Lillibridge noted the dashboard has some swirling data on it.  If you are not getting the dashboard and would like too, please let him know.  Dr. Huerta noted this is a real issue. There were 12-15 members on the task force with one community college representative, Mr. Russell Hardy.  Dr. Huerta noted this is an issue she will take forward.  There was discussion on general education courses.  Dr. Huerta thanked Dr. Lillibridge for the information.  In the future, she would like Dr. Lillibridge to give this group an update on enrollment trends. 6 – Announcements	Ms. Orduñez noted this Saturday they will be having a booth at Mesilla Valley Mall between 2:00 p.m. and 5:00 p.m.  They will be in front of the food court.  Mr. Paulman noted the Bravo MIC group would do a live broadcast.  Dr. Huerta asked the division deans to send a representative. 	Ms. DeLaTorre-Burmeister provided a handout to the group on the career placement events.	Informational Item
	Ms. Contreras noted they would be holding welcome back events.  She will get involved with Ms. DeLaTorre-Burmeister.  There will be a strong student presence at the Border Learning Conference.  This will be a good semester with a good leadership team.	Informational Item
	Mr. Tadeo noted the Border Learning Conference will have workshops that are student focused.  If you have a proposal, please submit.  There will be 45 minute sessions.  Dr. Huerta and Mr. Ledesma agreed to do a session on student leadership.	Informational Item
	Dr. Aguilera-Goerner noted there would be a Round Table at Gadsden on January 15.  Mr. Tellez noted it would be from 11:30 a.m. to 1:00 p.m. with 45 area employers invited.	Informational Item
	Mr. Tellez noted the Donor Dinner would be held on January 21 from 5:30 p.m. to 7:00 p.m. in the Commons Area.  The donors and students have been invited to attend.	Informational Item
	Dr. Huerta noted January 30 – February 1 is Las Cruces Day in Santa Fe.  Ms. Haines will have a table/booth.  Please give any materials to Ms. Haines.	Informational Item
